What they mean together
Two cards of structure. The Emperor sets the rules and Justice checks they're followed. They come up with legal matters, contracts, and firm decisions based on facts.
In love
A serious relationship where commitments get laid on the table. Paperwork or legal agreements may come up too.
Career and money
Contracts, red tape, or an authority that makes the call. If you do things right, the outcome will be fair.
An example
Suppose you ask about dealing with a government office or a lease, and The Emperor and Justice come up. Everything will hinge on the facts and the paperwork. If yours is in order, the matter will be settled fairly, even if it takes a while. In practice, gather your documents, check the deadlines, and don't leave anything to chance. If someone else is involved, put everything in writing from the start.
By position in the spread
In the past
An agreement, a ruling or a rule shaped your current situation. Its consequences are still around and you'd do well to understand them.
In the present
It's time for serious, formal decisions. If you act with order and honesty, you start from a strong position.
In the future
A contract, a ruling, or an authority that will decide on something of yours. If you prepare well, you can expect a fair result.
If they come up reversed
If Justice is reversed, there may be unfair treatment, delays or a lack of objectivity. With The Emperor upside down, authority turns rigid or abuses its position. With both reversed, get good advice and don't sign anything you don't understand.
Get your paperwork in order and your arguments clear.
